Cui Zhenshi (66), a veteran of the semiconductor industry and a former executive at Samsung Electronics and SK Hynix, was recently re-arrested on suspicion of serious technology leakage, an incident that has created a furore in the industry. Choi is accused of leaking Samsung Electronics' key 20nm DRAM process technology data, an act that not only violates the law but also poses a major threat to the security and stability of the semiconductor industry.

According to the Seoul Central District Court, after a rigorous pre-arrest substantive review, the court found that Cui Zhenshi and his accomplice, Oh, a former senior researcher at Samsung Electronics, violated the Unfair Competition Act and the Trade Secrets Protection Act, and issued arrest warrants accordingly. This decision signifies the Korean judicial system's zero-tolerance attitude toward technology leakage and its firm stance on protecting the core competitiveness of companies.
Cui Zhenshi, a heavyweight in the semiconductor field, had a brilliant career. However, due to his own selfish desires, he regarded the technical secrets in his hands as a tool for personal gain. According to the South Korean prosecution investigation, Cui Zhenshi during his tenure illegally obtained a number of highly confidential information, including semiconductor design drawings, basic engineering data and process flow diagrams, etc., and planned to use this information to establish a copy chip factory in China, with the intention of low-cost production to seize market share.
This behaviour not only seriously harmed the economic interests of Samsung and SK Hynix, but also posed a threat to the healthy development of the entire semiconductor industry. The semiconductor industry, as the core pillar of modern science and technology, and its technological security is directly related to the country's economic security and science and technology strategy. Once the core technology is leaked, it may lead to enterprises in the international competition in an unfavourable position, and even affect the country's scientific and technological layout and industrial security.
The arrest of Cui Zhenshi once again highlights the importance of internal management of enterprises. In the fast-developing technology era, enterprises should not only focus on technology research and development and market expansion, but also establish a sound confidentiality system, strengthen staff training and supervision to ensure the safety of technology secrets. At the same time, the government and all sectors of society should also strengthen the protection of intellectual property rights, and work together to create a fair and healthy market environment.
For Cui Zhenshi personally, this incident is undoubtedly a major blow in his career. However, for the entire semiconductor industry, this is a profound warning. It reminds us that in the pursuit of technological innovation and market competition at the same time, we must adhere to the moral bottom line and legal red line, and jointly maintain the health and stability of the industry.
In conclusion, the arrest of Cui Zhenshi for technology leakage has once again sounded the alarm for the semiconductor industry. We expect this incident to draw more attention to technology security and corporate management, and to jointly promote the sustainable and healthy development of the semiconductor industry.
